POSITION TITLE: Director, Special Education
REPORTS TO: Director of Administrative Services
LOCATION: Administration Building
PURPOSE OF POSITION
Accountable for planning, organizing, and implementing educational programs and individual prescriptions to meet the needs of exceptional children who cannot sufficiently benefit from regular classroom programs
QUALIFICATIONS
Master's degree
At least four year's successful teaching experience
Valid certification as a school administrator or supervisor in special education
Appropriate background courses in: a) child development; b) tests and measurements and statistics; c) curriculum development; d) philosophy and social foundations
Appropriate background courses in: a) special method courses in special education; b) supervision programs for exceptional children; c) educational and psychological diagnosis and remedial techniques; d) guidance and counseling
ESSENTIAL JOB FUNCTIONS
I. REGULAR ACCOUNTABILITIES
Plan, administer, and evaluate the District’s special education program, curriculum, procedures and individual student’s needs and achievements
Supervise, coordinate and administer referrals, prescriptions, team reports and continuous evaluations for appropriate placement and progress
Send NORA's, arrange hearing meetings, schedule/prepare due process hearings and testify to the District positions at due process hearings
Maintain complete and current records on each exceptional child, i.e., IEP's, MDT tests and progress reports
Develop and implement the curricula for the District based special education classes
Maintain effective dialog with parents, community advocacy groups and the general public to communicate the nature and intent of special education programs
Prepare, review, sign-off and/or submit all of the special education forms requires by the Intermediate Unit, Pennsylvania Department of Education and other appropriate agencies as required by law
Performs such other tasks as may from time to time be assigned
Monitor IEP procedures and documentation
II. PERIODIC ACCOUNTABILITIES
Screen, select, assign and/or train special education staff to ensure that quality education is provided to the exceptional students involved in the program
Interpret and implement changes in special education standards and regulations, notifications and other state and federal requirements
Compile, maintain and file all reports and records legally required or administratively useful
CRITICAL SKILLS/EXPERTISE
Knowledge of statutorily and regulatory special education requirements
Knowledge of state-of-the-art special education instructional programs
Research skills
Supervisory, training and evaluation skills
Oral and written communication skills
TERMS OF EMPLOYMENT
Twelve month, full-time position, Act 93
